What Is a Fire Warden?

A Fire Warden, sometimes referred to as a Fire Marshal, is a designated member of staff responsible for supporting fire safety within the workplace and assisting with emergency evacuation procedures. Fire Wardens play a vital role in helping organisations prevent fires, identify hazards, maintain safe evacuation routes, and ensure occupants can leave the building quickly and safely in the event of an emergency.

Under the Regulatory Reform (Fire Safety) Order 2005, Responsible Persons must appoint a sufficient number of competent individuals to assist with fire safety management and emergency procedures. The number of Fire Wardens required will depend on the size, layout, occupancy, and risk profile of the premises. Through appropriate Fire Warden Training, these individuals gain the knowledge and practical skills needed to support compliance, coordinate evacuations, assist vulnerable occupants, and provide critical information to the emergency services when they arrive.

Is Fire Warden Training a Legal Requirement?

How Many Fire Wardens Does Your Organisation Need?

The number of Fire Wardens required depends on the size, layout, occupancy, and risk profile of your premises. While the Regulatory Reform (Fire Safety) Order 2005 does not prescribe a fixed ratio, Responsible Persons must ensure there are enough competent individuals in place to support fire safety management and coordinate a safe evacuation in the event of an emergency.

Factors such as multi-storey buildings, complex layouts, shift patterns, vulnerable occupants, high-risk activities, and staff absences can all increase the number of Fire Wardens needed. As a general guide, many organisations appoint at least one Fire Warden for every 20–50 occupants, but every building should be assessed individually. Yes. The Regulatory Reform (Fire Safety) Order 2005 requires the responsible person to appoint a sufficient number of competent persons to assist with fire safety measures, and to ensure those persons receive adequate role-specific training. In England and Wales this is the RRFSO 2005. In Scotland, the equivalent is the Fire (Scotland) Act 2005.

Every three years is the commonly recommended interval for day staff, in line with industry guidance. Earlier refreshers are required where there are significant changes to the premises, occupancy, or personnel, or where the warden’s role or risk profile has materially changed.

The RRFSO 2005 requires the number to be adequate for the size and hazards of the premises. As a general guide, one warden per 20 to 50 people is commonly used, with more required on each floor of multi-storey buildings and in high-risk or complex environments. Tower Fire will advise on the appropriate number as part of the course.
